Yeah - I think you are right; while people are willing to say they support the idea of a greener world, very few are willing to act, myself included.
People are still buying cars and commuting alone in their vehicles because the cost of gas, no matter how high, is still too low for them to explore outside their comfort zone.
I mean seriously, how many cities/province/countries have mandatory quota for trash/recycling or municipality compost?
PEI, Canada had mandatory 3 bins in established by 2008 (maybe before, I am talking from personal experience, not research) while Nova Scotia & Québec are still struggling to get people to recycle.
My microaction leads me to believe that the majority of Americans say they are in favor of developing renewable energy sources - roughly 75%, which is much high than I thought. Though these are self reports, and could be a result of social desirability bias. Even so,the results demonstrate that it's socially preferable to support clean sources than not. Still, it's not translated into action - no urgency from the populus, no pressure from the commercial sector, resulting in no leadership on the issue.
Unless there is some kind of rapid revolutionary change (ie like the www in 1994) that everyone can and wants to participate in (lots of benefits at relatively low cost), this will be a transition from oil to cleaner techs like natural gas (lower co2) and renewables. A lot depends on ROI. When companies can make money, the tech and access will follow quickly.
